Amends Arizona Revised Statutes section 36-2939 to expand services available to members with developmental disabilities under the Arizona Long-Term Care System (ALTCS).

Removes the requirement that members with developmental disabilities must be determined to need institutional services in order to receive services specified in subsections A, B, C, F, and G.

Allows the department to provide services to members with developmental disabilities regardless of institutional service determination, expanding eligibility for home and community-based services, intermediate care facility services, and other ALTCS services.

Updates definitions of "allowed practitioner" to include nurse practitioners, clinical nurse specialists, and physician assistants who are properly certified.
