Political subdivisions (counties, cities, towns, school districts, and special districts) are prohibited from entering into contracts or agreements with external persons or entities for lobbying services.

Political subdivisions may only spend public funds for lobbying through directly employed staff members, and only if lobbying is part of that employee's job description.

Exemption applies to state agencies headed by elected officials or exempt from chapter 23 of title 41 regarding professional lobbyist contracts.

Direct employees of state agencies and political subdivisions may continue to perform lobbying duties if it is part of their official job description.
