Requires school districts and charter schools to acquire U.S.-manufactured flags (at least 2 feet by 3 feet) and display them in each classroom and on or near school buildings during school hours in accordance with federal flag code.

Requires schools to acquire and display legible copies of the U.S. Constitution and Bill of Rights (manufactured in the U.S.) adjacent to classroom flags for grades seven through twelve.

Exempts private schools, parochial schools, and homeschools from these requirements.

Establishes complaint procedures allowing any person to file violations with the Department of Education (for school districts) or State Board for Charter Schools (for charter schools), with a 30-day correction period.

Imposes civil penalties of up to $1,000 per violation if schools fail to correct violations within 30 days, or if the same violation recurs in the same location within the same school year, with penalties collected by the Attorney General.
