Repeals the prohibition on devices designed to muffle the report of a firearm, removing it from the definition of "prohibited weapon" under Arizona law.

Renumbers remaining prohibited weapons in section 13-3101 to account for the removal of the muffler device prohibition.

Updates section 13-3110 regarding simulated explosive devices to reflect the revised numbering of prohibited weapons definitions.

Maintains all other prohibited weapons restrictions including bombs, grenades, automatic firearms, short-barreled rifles and shotguns, incendiary devices, and improvised explosive devices.
