Requires all interscholastic, intercollegiate, intramural and club athletic teams sponsored by Arizona educational institutions to be designated as male, female, or coed based on biological sex.

Prohibits athletic teams designated for females from being open to students of the male sex.

Allows disputed sex determinations to be established by physician's signed statement based on reproductive anatomy, testosterone levels, and genetic makeup, with exceptions for students born with medically verifiable disorders of sex development.

Creates private causes of action for students deprived of athletic opportunities, students subject to retaliation for reporting violations, and educational institutions harmed by violations, with two-year statute of limitations and entitlement to monetary damages and attorney fees.

Applies to public schools, private schools in athletic associations, Arizona Board of Regents universities, community colleges, and other higher education institutions in NCAA, NAIA, or NJCAA membership; designated as an emergency measure effective immediately.
