Amends Arizona Revised Statutes Section 26-311 to prohibit mayors and county board chairmen from ordering the closure of businesses during declared local emergencies.

Preserves authority for local officials to declare emergencies and impose other regulations during emergencies, including imposing curfews, closing public buildings and streets, and calling on law enforcement.

Eliminates the previous provision that explicitly authorized ordering business closures as part of emergency powers.

Maintains the ability of political subdivisions to provide mutual aid and state agencies to assist during local emergencies.
