Adds section 1-603 to Arizona Revised Statutes establishing legal standing for parents or legal guardians to sue any person who violates parental rights under Arizona's parents' bill of rights chapter.

Authorizes the Arizona Attorney General or county attorney to initiate lawsuits in superior court to enforce parents' rights against school districts or charter schools.

Establishes civil penalties of up to $5,000 per violation that courts may impose on school districts or charter schools found to have violated the parents' bill of rights.
