Amends Arizona law to expand the definition of "homeschool" to include nonpublic instruction provided by a hired or solicited person, in addition to instruction conducted by parents or guardians.

Allows parents, guardians, or custodians to hire any person or solicit any volunteer to provide homeschool instruction to their child in any location of their choosing.

Permits two or more parents, guardians, custodians, or homeschool instructors to work together to provide homeschool instruction to multiple children.

Maintains existing requirements for filing affidavits of intent with county school superintendents within 30 days of beginning homeschool instruction.

Clarifies that homeschool instruction is a valid educational option alongside public schools, private schools, charter schools, and empowerment scholarship accounts.
