Prohibits county recorders and election officers from allowing voters to receive and cast ballots from vehicles or other conveyances, except as required by federal law or section 16-581.

Restricts ballot drop boxes to locations inside polling places, voting centers, or county recorder/election department offices and facilities.

Requires appropriately trained election workers to monitor all ballot drop boxes.

Provides exceptions for compliance with the Americans with Disabilities Act of 1990 and other applicable federal law.
