Authorizes the Arizona Department of Transportation to issue special license plates for the Hualapai tribe if $32,000 is paid by December 31, 2022 for implementation costs.

Hualapai tribe special plates shall have a distinct color and design representative of the Hualapai tribe and may be combined with personalized plates at the discretion of the director.

Charges a $25 fee for original and renewal Hualapai tribe special plates, consisting of $8 for special plate administration (deposited to the state highway fund) and $17 as an annual donation.

Requires the department to transmit all donations collected from Hualapai tribe special plates to the Hualapai tribal public works department for road maintenance and traffic control devices on non-state highways within the Hualapai reservation.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to include Hualapai tribe special plates in existing special plate statutory frameworks and fund distributions.
