Adds February 14, "Statehood day," as a paid holiday in Arizona, inserting it as paragraph 4 in the list of enumerated holidays under Arizona Revised Statutes section 1-301.

Renumbers all subsequent holidays accordingly, shifting from the current numbering system (with "Lincoln/Washington Presidents' Day" moving from paragraph 4 to paragraph 5, and so on through "Christmas Day" moving from paragraph 17 to paragraph 18).

Designates February 14 as subject to the same observance rules as other fixed-date holidays, meaning if it falls on a Saturday, the preceding Friday shall be observed as the holiday.
