Requires petition circulators to either read the petition description aloud to each signer or allow sufficient time for the person to read it themselves before signing.

Circulators must inform signers that reading the description is required and each person must affirm they have heard and understood or read and understood the description before signing.

Circulators must draw a line through and void the signature of any person who signs without hearing or reading the description; voided signatures are not counted toward petition validity.

Applies the description reading requirements to both initiative petitions (section 19-102) and referendum petitions (section 19-101).

Directs the Secretary of State to remove signatures with lines drawn through them during the petition verification process when determining if a petition meets the constitutional minimum signature requirement.
