Prohibits cities, towns, and counties from penalizing landlords, tenants, or others for requesting law enforcement or emergency assistance, except for knowingly false requests (Sections 1-2).

Establishes a rent increase cap of 5% of gross periodic rent plus the average 12-month increase in the Western region consumer price index, with landlords limited to one rent increase per 12-month period, effective September 1, 2022 (Sections 3 and 6).

Prevents landlords from prohibiting, penalizing, or retaliating against tenants who request emergency assistance or law enforcement, with violations subject to unlawful ouster or diminution of services actions (Sections 5 and 8).

Permits cities, towns, and counties to establish lower permissible rent increase rates than the state cap (Sections 3 and 6).

Repeals sections 33-1329 and 33-1416 of Arizona Revised Statutes related to previous rent and emergency call provisions.
