AZ SB1100

Establishes a manufacturer-funded large electronics recycling program for covered devices (computer monitors, desktop/portable computers, and televisions with viewable areas greater than 4 inches) sold in Arizona beginning January 1, 2023.

Requires manufacturers to register annually with the department, pay a registration fee, and submit a plan describing how they will provide statewide collection, transportation, and recycling services at no charge to consumers.

Mandates at least one collection site in each county and in every city with 50,000+ residents, with collection services available statewide on a regular basis; manufacturers may charge for premium services like scheduled pickup.

Prohibits manufacturers and retailers from selling covered electronic devices unless they are labeled with a brand included in the manufacturer's approved recycling plan filed with the department.

Establishes the Covered Electronic Devices Fund to be administered by the department, funded through registration fees, grants, and transfers from the existing recycling fund (up to $500,000 annually until July 1, 2024), with revenues used to implement and enforce the program.
