Prohibits homeowners' associations from restricting the installation or use of solar energy devices or water saving devices and indoor/outdoor water conservation practices.

Allows associations to adopt reasonable rules for placing solar energy devices or water saving devices provided the rules do not prevent installation, impair functioning, or adversely affect cost or efficiency.

Requires associations to provide written notice to members regarding any rules adopted for solar or water saving devices.

Awards reasonable attorney fees and costs to any party who substantially prevails in court action against an association board for violations of these provisions.

Exempts deeds, contracts, and other instruments affecting real property transfers executed before April 17, 1980 from these restrictions.
