Repeals Arizona Revised Statutes sections 9-500.38 and 11-269.16 relating to scrap metal dealer registration and local licensing authority.

Amends section 44-1648 to clarify that cities, towns, and counties retain power to enforce business licensing laws for scrap metal dealers, particularly those with background checks and fingerprinting requirements.

Adds section 49-775 establishing that retailers selling groceries, food, or beverages may only provide single-use straws, cutlery, plates, or drink stirrers upon specific customer request.

Requires retailers to charge customers $0.05 per single-use bag for transporting purchased items, only after customer request and payment of the fee.
