Prohibits cities and towns with populations under 10,000 from adopting land use regulations or conditions that establish sales or lease prices for residential housing units or require housing to be designated for particular classes or groups of residents.

Prohibits counties with populations under 250,000 from adopting land use regulations or conditions that establish sales or lease prices for residential housing units or require housing to be designated for particular classes or groups of residents.

Allows cities, towns, and counties to continue offering voluntary incentives, density bonuses, and other provisions designed to increase the supply of moderate or lower cost housing.
