Prohibits the board of supervisors from granting a toll road application if the proposed toll road will be converted from a publicly funded or maintained street or highway (amends Section 28-6803).

Prohibits the Arizona Department of Transportation from entering into public-private partnership agreements that allow conversion of existing publicly funded or maintained streets or highways to toll roads, including conversions for traffic management strategies (amends Section 28-7705).

Applies the conversion prohibition to all toll road franchise applications at the county level and all eligible facility agreements at the state level.
