Adds ability for dental hygienists to establish a dental hygiene diagnosis and formulate a dental hygiene treatment plan within their scope of practice.

Authorizes dental hygienists to prescribe, administer and dispense fluoride supplements, topically applied fluorides and nonsystemic oral antimicrobial agents that are not controlled substances.

Adds definitions for "dental hygiene diagnosis," "dental hygiene treatment plan," and related supervision terms to Arizona Revised Statutes.

Expands affiliated practice relationship requirements to include protocols for prescribing, administering and dispensing fluoride supplements and oral antimicrobial agents.

Permits expanded function dental assistants to place interim therapeutic restorations and apply sealants and fluoride varnish under general supervision through teledentistry consultation.
