Amends Arizona Revised Statutes section 15-1802 to expand in-state tuition eligibility for veterans and service members using federal educational assistance benefits.

Removes the three-year enrollment deadline for veterans with 90+ days of active duty service using 38 U.S.C. chapter 30, 31, 33, or 35 benefits to qualify for in-state student classification.

Extends in-state tuition eligibility to veterans and service members using Marine Gunnery Sergeant John David Fry Scholarship benefits or transferred Post-9/11 G.I. Bill benefits without time restrictions.

Requires veterans and eligible service members to demonstrate objective evidence of intent to be an Arizona resident, including voter registration, driver's license, vehicle registration, employment history, banking services, address changes, or other residency documentation.

Declared an emergency measure effective immediately upon passage, approved by the Governor on March 18, 2022.
