Amends Arizona Revised Statutes section 13-2911 to allow persons with valid concealed carry permits to possess concealed weapons on university, college, and community college property, prohibiting governing boards from enacting rules that prohibit such possession.

Permits the lawful possession or carrying of deadly weapons on public rights-of-way by any person or within a person's means of transportation, regardless of educational institution policies.

Clarifies that interference with or disruption of an educational institution through threats is a class 6 felony, while unlawful entry or refusal to obey lawful orders to leave is a class 1 misdemeanor.

Maintains existing provisions allowing educational institutions to adopt rules for maintaining public order, but adds exceptions for concealed carry permit holders and lawful firearm possession on public rights-of-way.

Preserves the authority of educational institutions to discharge employees or expel students for rule violations and does not apply to private educational institutions.
