Adds Arizona Revised Statutes § 13-3123 to protect firearm and equipment possession under Arizona Constitution Article II, Section 26, stating the right to retain, use, and transport firearms and equipment for lawful purposes cannot be impaired or infringed by the state or its political subdivisions.

Declares retroactive firearm and equipment regulations unlawful and unenforceable, including laws that impose additional or new taxes on previously purchased firearms or mandatory buyback or registration programs.

Does not restore firearm possession rights to prohibited possessors.

Defines "firearms and equipment" to include semiautomatic handguns, shotguns, and rifles lawfully possessed or on the retail market with any magazine capacity and firearm-mounted equipment authorized by the armed forces or law enforcement agencies in Arizona.

Includes ammunition, ammunition components, reloading tools, magazines, and sufficient ammunition quantities for proficiency and ready supply within the definition of protected firearms and equipment.
