Amends Arizona criminal littering laws to impose a mandatory minimum fine of $250 per violation, with 100% of fines deposited in the county general fund and at least 50% used for illegal dumping cleanup.

Establishes that a separate littering violation occurs for each day or part of a day that litter or prohibited material remains unremoved from property.

Creates new disposition requirements for fines assessed on arson-related offenses (sections 13-1702, 13-1703, 13-1704, 13-1706, 13-1707, and 13-1708), requiring at least 50% of fines be used by counties for fire restoration and rehabilitation costs.

Directs 100% of fines for certain arson violations (section 13-1705) to be transferred to the state treasurer and deposited in the cooperative forestry fund for fire restoration and rehabilitation costs.

Authorizes the state forester, in consultation with the state department of corrections, to use cooperative forestry fund monies for fire restoration and rehabilitation costs throughout Arizona.
