Amends section 41-3955, Arizona Revised Statutes, to establish a new subsection authorizing distribution of up to $1,000,000 annually from the housing trust fund to transitional housing organizations for property acquisition or renovation.

Requires transitional housing organizations receiving funds to mandate resident contracts enforcing sobriety verified by random drug testing, employment maintenance, and mandatory life skills classes and meetings.

Requires participating organizations to offer life skills courses and provide a pathway to long-term housing for residents.

Renumbers existing subsections E through I as F through J without substantive changes to their content.

Maintains existing requirements for director to prioritize funding for low-income family housing and submit annual reports to the legislature on housing trust fund expenditures.
