Amends Arizona law to add new criminal penalties for health care professionals who perform sex-change procedures on minors, including surgeries, mastectomies, and hormone treatments that induce infertility.

Classifies violations as class 2 felony if done intentionally or knowingly (punishable under dangerous crimes against children statutes if victim is under 15), class 3 felony if reckless, and class 4 felony if criminally negligent.

Exempts medical interventions for children born with medically verifiable genetic disorders of sex development, as determined by a physician through good faith medical decision.

Reclassifies child abuse under section 13-3623 subsection A, paragraph 1 as a dangerous crime against children when the victim is under 15 years of age, triggering enhanced sentencing provisions.

Adds medical practices violations to the definition of abuse for vulnerable adults in section 13-3623.
