• Amends Arizona Revised Statutes section 15-2401 to expand the definition of "qualified student" eligible for empowerment scholarship accounts by adding three new categories of students.

• Adds children of first responders (peace officers, firefighters, emergency medical technicians, and paramedics) as eligible qualified students.

• Adds children of health professionals employed full-time who provide direct patient care as eligible qualified students.

• Modifies the definition to include children of parents who are veterans of the armed forces of the United States, in addition to those on active duty or killed in the line of duty.
