Prohibits cities, towns, and school districts from conducting mail ballot elections.

Removes reporting requirements that previously applied to local jurisdictions conducting mail ballot elections, including reports on voter turnout, costs, irregularities, and ballot delivery issues.

Amends election procedures to clarify that early ballot requests must be received by specific deadlines and that election officers cannot mail early ballots to voters who have not requested them.

Makes it a class 5 felony for election officers to knowingly deliver or mail early ballots to persons who have not requested them.

Effective December 31, 2022.
