Prohibits local authorities and state agencies from using photo enforcement systems to identify violators of speeding, traffic control device violations, or related city/town ordinances.

Repeals sections 28-1202 through 28-1206 and section 28-1602 of Arizona Revised Statutes, which previously governed photo enforcement system operations.

Removes the definition of "photo enforcement system" from section 28-601 and relocates it to new section 28-1201 as part of implementing the prohibition.

Establishes legislative intent to keep law enforcement in the hands of trained peace officers rather than private contractors, prevent revenue-generation abuses, and maintain the service and protection mission of law enforcement.
