Amends section 41-2511 of the Arizona Revised Statutes to add authority for the state director of procurement to terminate or direct termination of contracts with information content providers that have engaged in targeted censorship.

Prohibits state government units and political subdivisions from entering into new contracts with information content providers or qualified marketplace platforms that have engaged in targeted censorship.

Defines "targeted censorship" as unequally deleting or placing disclaimers on free speech based on particular beliefs expressed through words, art, multimedia, internet platforms, or applications.

Excludes from the definition of targeted censorship the deletion of direct threats to harm persons or public entities, illegal pornography, and content the user has chosen to filter through their own settings.
