Amends Arizona Revised Statutes section 3-3614 to allow applicants for pest management applicator certification to submit an existing fingerprint clearance card instead of submitting new fingerprints and fees for a criminal records check.

Permits applicants to satisfy fingerprinting requirements by providing either a current, unexpired fingerprint clearance card issued under section 41-1758.03 or a current, unexpired level I fingerprint clearance card issued under section 41-1758.07.

Establishes a 120-day timeline for the pest management division to approve or deny new applicator certification applications, effective until June 30, 2023.

Designates the act as an emergency measure operative immediately upon passage.
