Authorizes counties to conduct mail ballot elections for any election administered by that county, including federal, state, and local elections.

Requires county board of supervisors approval and a minimum of 60 percent of the county's registered voters on the active early voting list before conducting a countywide mail ballot election.

Mail ballot elections must comply with Article 8.1 of Arizona Revised Statutes governing election procedures.

Requires counties, cities, towns, and school districts conducting mail ballot elections to report annually to the president of the senate and speaker of the house of representatives by January 1 following an election.

Report must include voter turnout changes, cost comparisons to traditional elections, program improvement suggestions, irregularity frequency and severity, voter satisfaction, and number of nondeliverable ballots.
