State agencies must prioritize zero emission vehicles when purchasing or leasing new vehicles for agency business travel, and prioritize cost-effective low emission alternatives when zero emission vehicles are not feasible.

Department of Transportation must develop a state zero emission motor vehicle fleet plan identifying feasible trip types for zero emission vehicles, recommending necessary infrastructure, and developing procurement strategies.

Department of Transportation must submit a draft of the fleet plan to the governor, president of the senate, and speaker of the house within one year of the bill's effective date.

"Zero emission vehicle" is defined as a pure battery electric vehicle or plug-in hybrid electric vehicle with sufficient battery range to meet regular mileage between charges.

$500,000 is appropriated from the state general fund for fiscal year 2022-2023 to the Department of Transportation to acquire telematics technology for developing the fleet plan.
