Establishes a Transportation Electrification Study Committee with 14 members, including 2 Senate members, 2 House members, the Department of Transportation director, environmental and nonprofit representatives, an electric vehicle manufacturer representative, 3 electric utility representatives, and representatives from municipal and county government associations.

Committee must review current state laws impacting transportation electrification, create an outreach campaign to educate the public and lawmakers about electric vehicles and their benefits, and collaborate with local governments, utilities, and environmental groups on transitioning to electric vehicles.

Requires the committee to submit a report on its activities and recommendations to the governor, president of the Senate, speaker of the House, and secretary of state on or before July 1, 2023.

Committee is automatically repealed on September 30, 2024.
