• Repeals and replaces Arizona Revised Statutes Section 16-132 to require the Arizona Game and Fish Department to provide voter registration assistance when accepting applications for hunting, fishing, or trapping licenses.

• Requires the department to provide links to the Department of Transportation's voter registration webpage for online license applications and to distribute voter registration forms at all in-person license application offices.

• Directs the Secretary of State to supply voter registration forms to the Game and Fish Department and forward completed forms to county recorders for eligibility determination and voter roll registration.

• Clarifies that voter registration information generated through this process will not publicly indicate its source and that Game and Fish Department employees providing this assistance are not considered deputy registrars.

• Amends Section 17-332 to expand refund eligibility for big game permits to active duty military members, peace officers, and professional firefighters assigned to special duty during the permit validity period, and updates provisions regarding permit transfers for children of deceased military members and first responders.
