Defines "treated process water" as water used for nonirrigation purposes by food or beverage manufacturers in industrial facilities, treated and stored on-site, and distinguishes it from effluent and other water categories.

Allows food or beverage manufacturers to store treated process water at underground storage facilities at the site of use with an individual aquifer protection permit, subject to specific storage and recovery requirements.

Permits recovery of treated process water at ninety-five percent of the annual stored amount, with such water ineligible for long-term storage credits and usable only by the storer at the same site.

Requires the department of water resources to account for treated process water recovery consistent with effluent accounting when determining conservation compliance.

Establishes a process water reuse study committee to evaluate treatment and storage of treated process water, effluent use for assured water supply purposes, and related regulatory issues, with a report due by December 31, 2022, and repeal of the committee on December 31, 2023.
