Establishes the office of Architect of the Capitol within the Arizona Legislative Council, appointed by the director of the Legislative Council.

Architect of the Capitol must have master planning experience and experience working with the state historic preservation office and historic government buildings.

Architect of the Capitol shall submit a master plan to the Arizona Legislative Council members for approval at least once during each regular legislative session.

Makes technical corrections to section 41-1304.05 regarding space allocation, operation, and control responsibilities for various state capitol building areas and facilities among the Legislative Council, House Speaker, Senate President, Joint Legislative Budget Committee, and Department of Administration.
