Appropriates $30,121,100 from the children's health insurance program fund and $1,078,032,800 of expenditure authority to the Arizona Health Care Cost Containment System Administration for fiscal year 2021-2022 to implement the American Rescue Plan Act of 2021 home and community-based services spending plan.

Appropriates $362,700,000 of expenditure authority to the Department of Economic Security Division of Developmental Disabilities for fiscal year 2021-2022 to implement the American Rescue Plan Act of 2021 home and community-based services spending plan.

Appropriates $15,100,000 of expenditure authority to the Department of Child Safety for fiscal year 2021-2022 to continue existing functionality and oversight and claim available federal monies that will expire.

Prohibits the Arizona Health Care Cost Containment System Administration from using appropriated monies for marketing purposes and requires recipients of direct payments or grants to be notified that funding is onetime.

Requires the Arizona Health Care Cost Containment System Administration to provide quarterly reports to the Joint Legislative Budget Committee on any changes to the spending plan and exempts all appropriations from lapsing provisions.
