Appropriates $59,600,000 from the state general fund in fiscal year 2021-2022 to the Department of Transportation to design and construct one additional eastbound and one additional westbound vehicle lane on Interstate 10 between State Route 85 and Citrus Road.

Requires the City of Buckeye to contribute $3,000,000 to the project within 120 days of the effective date of the act.

Directs the Maricopa Association of Governments to collect and contribute at least $10,000,000 from non-state sources for the project.

Requires the Department of Transportation to use any available federal monies for the project before spending the appropriated state funds.

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190.
