Extends the prohibition on publicly funded contract lobbyists to local governments, including counties, cities, towns, school districts, and other political subdivisions of the state.

Prohibits local governments and their employees from contracting for lobbying services unless the lobbyist is a government employee whose job description includes lobbying activities.

Prohibits payment of membership dues for lobbying activities to organizations where counties, cities, towns, school districts, or other political subdivisions comprise the majority of members.

Exempts local governments with populations under 75,000 (cities/towns) or under 250,000 (counties) from these lobbying restrictions.

Exempts special taxing districts formed under state law for protecting or providing services to agricultural lands or crops from the lobbying prohibition.
