Adds "dry needling" to the definition of services athletic trainers may perform, defined as using a thin filiform needle to penetrate skin and stimulate neural, muscular, and connective tissues to manage neuromusculoskeletal conditions and pain.

Establishes dry needling as a therapeutic modality that athletic trainers may use under the direction of a licensed physician and with appropriate education and training as prescribed by the board.

Makes it grounds for disciplinary action if an athletic trainer fails to demonstrate professional standards of care, training, and education qualifications for performing dry needling as established by board rule.

Requires the board of athletic training to adopt rules by September 30, 2022, establishing professional standards of care and training and education qualifications for athletic trainers performing dry needling.

Exempts the board from standard rulemaking requirements of Arizona Revised Statutes title 41, chapter 6 through September 30, 2022, to expedite rule adoption.
