Requires the legislature to increase charter school additional assistance by at least 2% beginning in fiscal year 2022-2023, with minimum annual increases thereafter of either 2% or the GDP price deflator (whichever is less), with a floor preventing reductions below the 2022-2023 base level.

Requires the legislature to increase district additional assistance by at least 2% beginning in fiscal year 2022-2023, with the same minimum annual growth rate formula (2% or GDP price deflator, whichever is less) and floor protection as charter school funding.

Establishes inflation adjustment mechanisms for both charter schools and school districts tied to the GDP price deflator to maintain funding levels against inflation.

Applies the growth rate requirements to all district additional assistance categories: kindergarten through grade 8, grades 9-12, and preschool programs for children with disabilities.
