Amends section 41-3801 of Arizona Revised Statutes regarding the independent oversight committee on persons with developmental disabilities.

Establishes that the committee consists of 7-15 members appointed by the department director with expertise in psychology, law, medicine, education, special education, social work, or criminal justice.

Requires each committee to include at least two parents of children receiving services from the division of developmental disabilities.

Mandates the division of developmental disabilities provide the committee information on incidents including abuse, neglect, rights violations, injuries, missing clients, medication errors, deaths, and incarcerations.

Requires the division to allow the independent oversight committee 30 days to review new policies and major policy changes before submitting them for public comment.
