Phases in FRPL eligibility through transition periods: fiscal year 2022-2023 limited to schools with 96% or more FRPL students, and fiscal year 2023-2024 limited to schools with 91% or more FRPL students.

Modifies the definition of "Group B" in Arizona Revised Statutes to include students meeting federal free or reduced-price lunch eligibility requirements alongside existing special education and English learner categories.

Renumbers existing definitions in the education finance statutes to accommodate the new FRPL category and its associated funding mechanisms.
