Allows school districts to contract with preapproved carriers or private parties for electric school buses, charging infrastructure, charging services, and electric school bus services without lengthy procurement processes.

Requires preapproved contractors to be approved by the school bus advisory council and to provide one or more electric vehicle-related services or infrastructure.

Expands the school bus advisory council from nine to ten members by adding one member with expertise in electric vehicle fleets, charging infrastructure, or charging management services.

Directs the school bus advisory council to finalize a preapproval process within six months and an initial list of preapproved carriers and private parties within one year of the act's effective date.

Establishes legislative findings that electric school buses reduce lifetime operating costs, decrease diesel emissions and air pollution, and reduce children's exposure to diesel exhaust.
