Authorizes the Department of Motor Vehicles to verify financial responsibility for motor vehicle owners involved in accidents, including unregistered vehicles.

Requires the department to contact insurers to confirm coverage was in effect on the accident date and mail notice to owners if no insurance is found on file.

Gives vehicle owners thirty days to submit evidence of financial responsibility after receiving notice from the department.

Requires the department to send suspension notices to owners whose insurers deny coverage or whose self-insurance/certificate of deposit evidence is determined invalid, with suspension occurring fifteen days after notice unless owner provides additional proof or requests a hearing.

Exempts registered owners from suspension if they provide proof that the vehicle was sold before the accident occurred.
