Establishes a community treatment program and community treatment center for imprisoned women with children, operated by the Department of Corrections or contracted nonprofit entity.

Eligible participants include women who gave birth while imprisoned with 5 or fewer years remaining; women sentenced to 2 years or less with a child age 8 or younger; or women with 2 or fewer years remaining who have a child age 8 or younger.

Program provides trauma-informed substance abuse treatment, mental health treatment, parenting skills, educational/employment training, financial literacy, and workforce skills to help mothers and children become self-sufficient.

Excludes women convicted of arson, sex offenses requiring registration under §13-3821, offenses in title 13 chapters 14 or 35.1, or dangerous crimes against children.

Appropriates $2,000,000 from the state general fund for fiscal year 2022-2023, with capacity for up to 20 women in year one and 50 women in subsequent years.
