Amends Arizona Revised Statutes section 39-121.01 to expand the definition of "public body" to include paid membership organizations composed by majority of public entities or supported in whole or in part by state or political subdivision monies.

Requires paid membership organizations that spend monies provided by the state or any political subdivision to maintain public records reasonably necessary to document their official activities and state-funded activities.

Clarifies that such membership organizations are subject to the same public records maintenance, preservation, and access requirements as traditional public bodies under Arizona law.

Updates terminology throughout the statute for gender-neutral language (e.g., "chairperson" instead of "chairman", "who is" instead of passive voice).
