Amends section 35-501 of Arizona Revised Statutes to require the Department of Administration to include information about state lending programs and credit support programs in its annual bond and securities reports.

Requires reporting of the total dollar amounts of all monies offered through lending programs and all debts guaranteed or enhanced through credit support programs, specified by individual program.

Mandates an estimate of the cost of likely defaults on lending and credit support programs using recognized private sector accounting practices where practicable.

Requires the Department of Administration to provide the governor, president of the senate, and speaker of the house with annual reports by December 15 that include debt-level analysis and information on state lending and credit support programs.

Defines "lending program" as state-operated programs offering monies expected to be repaid and "credit support program" as state-operated programs that guarantee or provide credit enhancements to debt of private parties or political subdivisions.
