Amends Arizona Revised Statutes section 41-3955 regarding the housing trust fund administered by the department.

Requires at least 50 percent of monies transferred pursuant to section 35-751 be used exclusively to support emergency and transitional homeless shelter services.

Maintains existing fund purposes including developing projects and programs for low and moderate income housing, with priority given to facilities serving low-income families with children and housing in rural areas.

Requires the director to report annually to the legislature by September 1, including summaries of funded facilities, costs, geographic locations, and number of individuals benefiting from the fund.

Allows the department to appropriate up to 10 percent of annual housing trust fund monies for administrative costs and requires notification and comment-seeking from local jurisdictions before proceeding with construction projects.
