Establishes the Arizona state parks heritage fund to receive monies from the state lottery fund beginning in fiscal year 2023-2024, with $3,000,000 allocated annually from remaining lottery revenues after other fund deposits and appropriations.

Appropriates $1,000,000 to the Arizona state parks heritage fund in fiscal year 2022-2023 and $2,000,000 in fiscal year 2023-2024 from the state lottery fund.

Specifies that monies in the Arizona state parks heritage fund consist of lottery fund deposits, legislative appropriations, grants, donations, and investment earnings, with the fund continuously appropriated and exempt from lapsing provisions.

Exempts the Arizona state parks board from rulemaking requirements for one year after the bill's effective date to implement the new heritage fund.

Makes lottery fund deposits to the new heritage fund subject to the same conditions as deposits to other funds, including suspension if general fund monies fall below $84,150,000 in a fiscal year.
